Every City We Serve

We work in the City of San Diego and in cities across East County, South Bay, North County and the coast. Cities with their own page are linked; for the others, get in touch and we’ll talk through your project and the local permit process.

Permits

One County, Many Building Departments

San Diego County doesn’t have a single permit office. Properties inside City of San Diego limits go through the City’s Development Services Department. Other cities, from Chula Vista to Oceanside, run their own building departments with their own submittal requirements and local rules. Unincorporated communities go through County Planning & Development Services.

That’s why we confirm the jurisdiction for your address before design begins. Zoning, setbacks, ADU rules and coastal requirements can differ from one city to the next, even between neighbors on either side of a city line.

Next step

Start With Your Address

Tell us where the project is and what you have in mind. We’ll confirm the building department, the rules that apply and the first steps.

Common questions

Service area questions, answered

Which areas does Sheiner Construction serve?
We work across San Diego County, including the City of San Diego and the cities of Chula Vista, Oceanside, Escondido, Carlsbad, El Cajon, Vista, San Marcos, Encinitas, National City, La Mesa, Santee, Poway, Del Mar, Imperial Beach, Lemon Grove, Coronado and Solana Beach.
Who issues building permits for my remodel?
It depends on where the property is. Addresses inside City of San Diego limits go through the City's Development Services Department. Other cities in the county run their own building departments, and unincorporated areas go through County Planning & Development Services. We confirm the right office for your address before design.
Do you work in unincorporated areas of San Diego County?
Yes. Permits for unincorporated communities are issued by San Diego County Planning & Development Services rather than a city, and we handle submissions there the same way we do with city building departments.
